Our Board Of Directors

Our Board of Directors comes from both the private and the public sectors. They are seasoned professionals from multinational and public listed companies and are senior civil servants who are familiar with implementing projects in the northern states of Peninsular Malaysia, Sabah and Sarawak.

ATES Sdn. Bhd.’s involvement in the AES project and traffic related business is through its major shareholder, Commercial Circle (M) Sdn. Bhd., which is generally regarded as a pioneer in traffic violation cameras throughout Malaysia. Amongst the traffic related projects of the company is the supply and installation of 150 traffic violation enforcement cameras in 6 Malaysian towns over a 20 year period in 1994.

Since its incorporation in 1985, Commercial Circle (M) Sdn. Bhd.'s principal business activities include the supply and installation of law enforcement related ICT, communications and forensic equipments. Its major customers are the police (PDRM), prisons department, Malaysian Anti Corruption Commissions (MACC), Registrar of Companies/Business and law enforcement departments of other ministries.

Lawrence Foong

Lawrence Foong is the Director and Co-founder of ATES Sdn. Bhd, since its incorporation in 2009.

He is also the Director and Co-founder of Commercial Circle (M) Sdn. Bhd, whose principal business activities since its incorporation in 1985 are in law enforcement related equipments in Malaysia.  The company is a major supplier of communications, forensic and ICT systems to major law enforcement agencies in the country from the police (PDRM), prisons department, Malaysian Anti Corruption Commissions (MACC) and other government departments.

He graduated with an MBA in 1980 from the Asian Institute of Management in Manila, and had held various senior management positions in a large family-owned conglomerate which was involved in property development, finance, plantations, motor vehicles assembly and distribution in Malaysia, Singapore and Hong Kong.


Abdul Hamid is a member of the Board of Directors and is currently an Executive Director of Symphony House Berhad, a public-listed Business Process Outsourcing company. 

He started his career with Messrs Lim Ali & Co / Arthur Young before moving on to merchant banking with Bumiputra Merchant Bankers Berhad. He later moved to investment banking and finance group, Amanah Capital Malaysia Berhad Group. There, he lead the corporate planning and finance unit until 1998, when he joined the Kuala Lumpur Stock Exchange (KLSE), now known as Bursa Malaysia Berhad.  

He is also a member of the Association of Charted Certified Accountants. 


Michael Foong joined Commercial Circle (M) Sdn. Bhd. as General Manager in 1994, and became its Chief Executive Officer in 2004 after successfully diversifying the company’s principal business activities from traditional type police and defense equipment to law enforcement related high-tech communications and ICT projects.

He has a Bachelor of Commerce Degree in Finance from the University of Melbourne, and an MBA in Technology Enterpreneurship from Universiti Teknologi Malaysia.  He was also an Asean Scholar at the Raffles College in Singapore.


Norsiah Abu Asid has been the Administrative Director in Commercial Circle (M) Sdn. Bhd. since 2006.

She joined the company in 1986 as the Administrative Manager, and has vast experience in the tendering of government projects. Of her many responsibilities, she also serves as a Director of an insurance company.

Danny Chee

Danny Chee was trained as a Chartered Accountant in the London office of Ernst & Young within banking and capital markets sectors.

As part of Deutsche Bank London, he was Business Manager for DB Global Equities Prime Services taking his work across seven major financial hubs.  

He was then part of a regional risk management team with PricewaterhouseCoopers upon his return to Malaysia.

As an entrepreneur, he was one of the co-founders of Ethos & Company and Ethos Capital, both successful in their respective fields of management consultancy and private equity.

He graduated with a BSc from Warwick University in the United Kingdom and is an associate of the Institute of Chartered Accountant in England and Wales.
